“Fencing” is to irrationally stop all contact with a VIP – Senator, MP, Minister, PM or President.
Fencing keeps a stupid VIP stupid of wisdom – eg Collateral Revenue can end UK debts in 2 days.
Culprits – Nepotee Staff (without screening) fence all contacts with their VIPs.
Nepotee – the beneficiary of nepotism – got job from who they know, nor for what they know.

Transparency? claims of Cameron & Obama is a false – all feedback is fenced.
State & Constituency Protocols extensively Fence all contacts to detriment of nation.
Political staff are rude to callers from outside their constituency, with -
“I’m sorry, parliamentary (or State) protocols stop me talking to you, goodbye”.
Most folk regularly endure fencing especially by ministers of state, whose staff are nepotees.
US/UK/EU support pro-democracy forces in Libya & the world.
Fencing deprives US/UK/EU of real democracy & transparency at home!
Democracy does not exist in US, UK & EU! Party-ocracy does!
Party-ocracy is government of the people, by a party, for a party of 0.1% of the people.
Before election the canvassing party is the listening party. Listening to the people.
After election the elected party has a mandate to rule the electorate, and fence all feedback.
